Virgin Islands Next Generation Network Announces New CEO

The Board of Directors of the Virgin Islands Next Generation Network and its chair, Governor John P. de Jongh Jr., announced the appointment of Larry Kupfer as Chief Executive Officer. Mr. Kupfer will replace Mr. Alfred Boschulte, who will remain Vice Chair on the Board of Directors and continue to contribute to the company’s product development efforts.

Prior to joining Virgin Islands Next Generation Network, Kupfer was the President and Chief Operating Officer of HOVENSA, LLC during which the company saw revenues in excess of 10 billion dollars. Kupfer has an engineering degree from the University of Notre Dame and an MBA from Columbia Business School and has lived and worked on St. Croix for over fifteen years. He has also served as a board member for Cruzan Bikeways and Island Music Journeys.

“I am extremely excited to join the Virgin Islands Next Generation Network,” stated Mr. Kupfer. “The high speed, open access broadband network that the Virgin Islands Next Generation Network is constructing will benefit many areas in the territory. Our schools will better prepare our children for the future, our hospitals and police will benefit. Existing business will become stronger and new businesses will be attracted.”

The Virgin Islands Next Generation Network (viNGN) was established in 2010 as a public corporation; it is a wholly owned subsidiary of the Virgin Islands Public Finance Authority. viNGN was funded primarily from a grant by the National Telecommunications Information Administration (NTIA) as part of a federal program to improve the broadband capacity in the United States, its territories, and the District of Columbia. The program is called the Broadband Technology Opportunities Program (BTOP).
