The answer to both of these questions is “no”.
viNGN was created to provide the infrastructure that most ISPs could not afford to build on their own, through the nationwide Broadband Technology Opportunities Program (2009). This makes viNGN a “Middle Mile” provider. viNGN is a subsidiary of the US Virgin Islands Public Finance Authority (VIPFA), which is also the program administrator.
